Integrated Co-operative Development Projects in Himachal Pradesh

The National Cooperative Development Corporation introduced the Integrated Cooperative Development Projects (ICDP) in Himachal Pradesh in 1986-87 with a view to have integrated approach towards services to be provided to members of Primary Agriculture Cooperative Societies (PACS) in particular and to other cooperatives engaged mainly in employment generating activities in the rural area. The main objectives of introducing Integrated Cooperative Development Projects are as follows :
Objectives
- Infra-structure development such as construction of new godowns, sale shops, renovation of Godowns, providing of Sale Counters, Safes, Almirahs, Computers, Furniture etc.
- Providing margin money in the shape of Govt. equity to strengthen capital base of deserving cooperatives.

Human Resource and Manpower Development Programme for:
- Individual members of the PACS and other cooperatives.
- Members of the management committees.
- Employees of cooperatives and personnel of the Cooperation Department.
- Providing of incentives in cash to such employees of Primary Cooperative Societies who increase their business. Such incentive is provided upto 1% of incremental business subject to maximum of 50% of the net profit.

First Phase of ICDPs have been completed in ten non-tribal Districts. Details of funds spent in these ten Districts is as under : (Amt. in lacs)

Routing of funds
The NCDC sanctions funds in the shape of loan (70% approx.) and subsidy (30% approx.) to the state Government and the Government passes on funds to the concerned Project implementing Agencies i.e. concerned Banks operating in the concerned district. Such loan and subsidy is further sanctioned in favour of the beneficiary Cooperatives by the project implementing team (PIT) who works under the direct supervision and control of the Chief Executive (M.D.) of the concerned Cooperative Bank. Thus amount of loan and subsidy is routed through Project Implementing Agency and the Project Implementing Team releases the same in favour of the beneficiary Cooperatives.
Monitoring of Integrated Co-operative Development Projects
There is a Monitoring cell in the Directorate of Cooperation headed by the Additional Registrar Cooperative Societies who coordinates the activities and convenes meetings of State Level Coordination Committee Meetings under the chairmanship of Principal Secretary (Cooperation) to the Govt.of H.P. District Level Coordination Committee Meetings are also convened by the General Manager ICDP of concerned District under the chairmanship of the Registrar Cooperative Societies, H.P. in which progress of the project is reviewed and remedial actions, wherever required, are taken.
Impact of Integrated Co-operative Development Projects
Impact studies have been conducted in Hamirpur, Sirmour, Kangra, Chamba, Kullu, Solan, Bilaspur and Una. Such studies reveal that there has been a positive impact of the ICDPs and business of beneficiary Cooperatives has multiplied many times.

Govt. Share capital redeemed
Govt. share capital is being redeemed from Cooperatives as per norms approved by the Govt. As per norms, redemption of share capital is optional in case the Cooperatives are in loss and in case the ratio of Govt. share capital and members share capital is equal. Repayment of Govt. Loan under ICDP
The loan part under ICDP is advanced to concerned Cooperative Banks and repayment of such loan is 100% to the Govt.
Second phase of ICDP in Himachal Pradesh
On the recommendation of the state Government, NCDC has approved start of ICDP Phase-II in the Districts of Bilaspur, Hamirpur & Sirmour with a block cost of Rs. 3546.71 lakhs. The first & second year budget of Rs. 2313.39 lakhs has been sanctioned by the NCDC through State Govt. and passed on to the concrned prouject implementing agencies i.e. Kangra Central Cooperative Bank Ltd., Dharamshala and H.P. State Cooperative Bank Ltd., Shimla. The Project-wise details of the aforesaid funds are as under upto the end of March 2014.

The NCDC has further, on the recommendation of the State Govt., sanctioned Second Phase of such projects for three more districts of Himachal Pradesh i.e. Kangra, Shimla and Kullu with a block cost of Rs.8170.64 lakh vide its sanction letters dated 20.1.2014. These three projects are likely to take off during the current financial year 2014-15. The project-wise details of proposed/released funds are given hereunder:-
